I think it's true!
when we talk about a civil force responsible for prevention & detection of crime, we say the police. when we talk about some person who are members of that force we say eg: ten police

Police is both countable & uncountable.
If you use it as a cattegory or group of sb it ia uncout
like :Police arrests theives.
but if you use it as persons it become count
like:I see 2 polices in the way.
